POSTGRADUATE STUDIES IN THE COLLEGE OF NATURAL RESOURCES AND ENVIRONMENTAL MANAGEMENT

The pioneer professor of the College of Natural Resources and Environmental Management was the Chairman of the Postgraduate Committee that prepared the guidelines and modalities which led to the establishment of MOUAU Postgraduate School in 1996. In CNREM we offer postgraduate courses aimed at imparting specialized knowledge, skill and development of the spirit of enquiry leading to the attainment of a high level of expertise in the management of our natural resources and the environment. Our postgraduate programmes are conducted in such a way that the students go through coursework and research in an atmosphere of intellectual independence and individual creativity. We have highly experienced and motivated postgraduate academic staff who conduct lectures and provide adequate supervision for our postgraduate students. In CNREM we provide academic programmes in the three departments (FOREM, FISHARM and EMT) leading to the award of postgraduate diplomas (PGD), Master of Science (MSc) and Doctor of Philosophy (PhD) degrees and any other postgraduate degree that may be approved by the University Senate.

To be eligible for admission to the PGD programme, candidates must be holders of a Bachelor degree with a minimum of Third Class Honours first degree in a relevant discipline from this University or other recognized Universities or holders of Higher National Diploma (HND) from recognized Institutions, with a minimum of Upper level credit or its equivalent in relevant areas. Candidates should have a minimum of five credits in WAEC, GCE O/L or NECO, including Credit in English Language and Mathematics.

To successfully complete the programme, students are required to pass a minimum 28 credits units comprising of 24 credit hours for course work and 4 credit hours for project report as stated below:

Full time study is a minimum of 3 semesters and a maximum of 5 semesters while part time study is a minimum 4 semesters and maximum 6 semesters.

84.  Masters Degree

To be eligible for admission to the Masters Degree programme, candidates must be

  1. holders of a Bachelor degree with a minimum of Second Class Honours first degree in a relevant discipline from this University or other recognized institution, or
  2. possess a first degree with Third Class honours from a recognized University and at least a PGD in Environmental Management of this University or other recognized Universities with a minimum GPA of 3.5 on a scale of 5 – point or 3.00 on a 4 point scale are required
  3. possess HND with at least Upper Credit and at least an Upper credit at Postgraduate diploma in Environmental Management.

To successfully complete the programme, students are required to pass a minimum of 30 credit units comprising 24 credit hours of course work plus 6 credit hours for thesis as stated below:

The MSc. Programme duration will involve part-time study for a period of 6 semesters minimum and a maximum of 8 semesters, or full-time study for a minimum of 4 semesters and a maximum of 6 semesters.

83.  Doctor of Philosophy (PhD)

To be eligible for admission to the Doctor of Philosophy degree programme, candidates must have obtained a Master’s degree which includes course work and research from this University or any other University recognized by Senate in relevant disciplines with a CGPA of at least 3.5 on a 5 point scale or 3.0 on a 4 point scale.

To successfully complete the programme, students are required to pass at least 24 credit units comprising 12credit hours of courses work plus 12 credit hours for thesis.

Options available for the PhD programme in this Department include the following:

This concept will examine the concept of the environment, the meaning and scope of environmental law, public health and environmental laws including the various factories legislations and including the dumping of the toxic and radioactive substances, within the context of the rights of citizens to a clean environment and good health and ultimately, the right of life. It will also examine the extent of the responsibilities of the various bodies set up by Federal and state Governments for the regulations of environmental protection, via-a-vis the rights of individuals, etc. It will further examine the criminal liabilities and offences created under the various laws of relating to environmental protection, the problem of proof, locus standing and the crucial role of courts in enforcing these laws, as well as the evaluation of our domestic laws with such international framework.

Environmental Impact Assessment (EIA) is one of the most important contemporary instruments of environmental management. Used widely around the world to identify the impacts of development projects as well as strategic plans and policies. EIA plays a key role in many regulatory systems for the environment. This course reviews the development of different approaches to EIA, basic analytical principles, administrative and legal systems for I/IA, assessments at the project and strategic levels (SIA) and ease study application in Nigeria.

This course focuses on the statutory interpretation of the principal Laws and subsidiary legislation dealing with pollution in Nigeria; namely the water pollution control, the Air Pollution Control, the Noise Control and the waste Disposal. Some consideration will also be given to the Dumping at Sea Laws, the Radiation Ordinance, the Merchant Shipping (Prevention and Control of Pollution) Ordinance, the Environmental Impact Assessment Act, the Ozone Layer Protection Protocols and International Conventions confronting the law. Students will study the nature of environmental offences, including the requirements for proving mensrca (intent) in order for certain offences to be successfully prosecuted. Students will also be introduced to the principles of judge made law (the Common Law) and will learn to read and interpret relevant case law in order to better understand the current sentencing policies towards environmental offenders, both locally and in other Common Law jurisdictions.

Molecular genetics of human cell response to environmental carcinogens. Discussion of DNA repair, mutagenesis, oncogenes and tumor suppressors. Following presentation of introductory material, emphasis will be placed on student discussion of recent literature. The origin, development, and treatment of cancer are explored with emphasis on molecular mechanisms, topics such as oncogenes, tumor suppressors, cell cycle and differentiation, AIDS, heredity and environmental factors in the development of cancer are covered.

 

EMT 924: Advanced Environmental Economics                                                               2 Units

The aim of this course is to equip students with the ability to undertake an economic analysis of the environment. It examines the environment in the context of the market mechanism and policies for improving environmental performance. There is an emphasis on market failure and strategies for internalizing the external costs of environmental damage. A good deal of attention is paid to cost-benefit analysis and methodologies for the valuation of the environment. There is also a consideration of alternative policy instruments from an economic perspective. This course further examines means of managing resources in a way that is both economically efficient.

EMT 925:  Environmental Health, Risk Assessment and Safeguards                                                                                                                                                                                                                                         2 Units

Environmental Risk Assessments (ERAs) are tools to determine the likelihood that contaminant releases, either past, current or future, pose an unacceptable risk to human health or the environment. Currently, ERAs are required under various regulations in many developed countries so as to support decision-makers in risk characterization or the selection of cost–effective remedial cleanup. This course introduces the theory and practice of human and ecological risk assessments. Students completing the course will gain a sound knowledge of the concepts and principles of ERAs, management and communication as applied in practiced, understand the basic risk assessment tools (i.e. prospective, retrospective and tiered approaches) to environmental risk management, be able to select and apply the simpler tools to tackle risk issues and appreciate the interpretations of risk and its role in environmental policy and decision making.

EMT 926: Environmental Monitoring, Auditing and Reporting            2 Units

This course is dedicated to the construction of an integrated environmental management system (EMS). The course considers the design of the EMS, its implementation and issues of continuous improvement. Environmental auditing is dealt with in the context of the systems-based approach. This course examines audit methodology measurement and quality assurance. The approach is extended to the auditing of supply chains (particularly in Nigeria). Emphasis is placed on practical approaches to improving environmental performance over time. Methods and techniques of reporting on systems and auditing include both environmental reports as well as social and sustainable development reports.
